SAILING INSTRUCTIONS 

 

Sailing for the Commodore John T. Hayward Trophy

Dates:           5th to 10th July 2004

Management & Rules: 

1                All races are under the jurisdiction of the SNIPE CLASS INTERNATIONAL RACING ASSOCIATION (SCIRA) and under the management of the Race Committee of the Iate Clube do Rio de Janeiro and shall be conducted in accordance with the following rules: 

2                The Current Racing Rules of Sailing (RRS) shall govern except as specifically modified by the SCIRA Constitution, By-Laws, the Rules of Conduct for Conducting National and International Regattas as published in the current Class Book 2001-2004 (inclusive amendments published in the Snipe Bulletin and/or on the Official Web Site of SCIRA), the Notice of Race, the present Sailing Instructions and the trophy Deed of Gift. Any conflict arising between the Deed of Gift and the SCIRA Rules of Conduct shall be resolved by the application of the Rules of Conduct. 

3                 A boat may not protest a boat for alleged breach of RRS 75.2 with respect of ISAF Regulation 19.2 (b). This changes rule 60.1 (a). 

4                  Advertising. This regatta is classified as Category “C” in accordance with SCIRA Advertising Prescription.

5                  International Jury. An International Jury is constituted and is approved by SCIRA and shall have authority per RRS Apendix M. In accordance to rule M2.2 SCIRA reserves for itself the right and responsibility to decide issues of eligibility, measurement and equipment. SCIRA may refer any issue to the International Jury for advice. 

6                  The penalties for breaches of SIs 11, 12, 33, 34, 51, 52 ,53 and 55, where not already defined by SI, shall be at the discretion of the Jury and not subject to protest by competitors. This changes rule 60.1

Entry & Eligibility

7                  Eligible boats and Class Members skippers and crew may enter by completing registration at the Organization Committee. Presentation of a confirmation of eligibility of boats, skippers and crews is required and shall be obtained with SCIRA’s representative at the event. 

8                The same crew shall race all races except for reasons satisfactory to the Race Committee. Requests for change of crew shall be submitted in writing to the Chairman. 

9                 Once a skipper and/or crew have been excused they may not return for the balance of the series. 

10            The Race Committee and Jury may inspect competitors or boats at any time they are not racing. 

11        Bow numbers are assigned at registration and it shall be each competitor’s sole responsibility to properly maintain them affixed. Any boat that is determined by the Race Committee to have violated this rule shall be assessed a 10% penalty for the first race competed in by the infringing boat on the day of infraction. Replacement numbers shall be available from the Race Committee.

Measurement

12             All boats must undergo measurement of mast, boom, rigging, sails, weight, rudder and centerboard. Inertia tests may be performed in all boats or on a randomly picked out boats basis. 

Notice to Competitors

13            Notices to competitors will be posted on the official regatta notice board just outside the Club’s veranda. 

14            Race Committee notices or changes to the Sailing Instructions shall be posted and signaled no later than 120 minutes before the next warning signal, except that any change in the schedule of races will be posted by 20.00 hours on the day before it will take effect. 

15             Any change or amendment to the Sailing Instructions shall have the prior approval of the SCIRA representative. 

Competitors meeting

16            There shall be a competitors meeting at the clubhouse on Monday, 5th July 2004, 16.00 hours.

Signals made Ashore

17            Signals made ashore shall be displayed on a flag pole close to the Clubhouse. 

18            Flag “AP” (Alternating red and white Pennant) with two sound signals means that the race is postponed. The next warning signal shall be made within 60 minutes after the “AP” is lowered.

Schedule of Races

-                     Monday 5th July 2004 – Tune up race – warning Signal 13.00

-                     Tuesday 6th July 2004 – races – 1st warning signal 11.00
Wednesday 7th July 2004 – races – 1st warning signal 11.00

-                     Thursday 8th July 2004 – Spare day

-                     Friday 9th July 2004 – races – 1st warning signal 11.00

-                     Saturday 10th July 2004 – races – 1st warning signal 11.00 

19             No races shall be started after 16.00 of the 10th July 2004. 

20           The Race Committee shall attempt to complete 7 races and 3 races must be sailed to constitute a Regatta. 

Class Flag

21               The Class Flag will be a white flag with the SNIPE symbol. 

Racing Area and Tide Chart

22            The racing area location chart is posted on the Official Notice Board and included in the present sailing instructions as Appendix 1. A Tide Chart from 1st to 10th July 2004 is included as Appendix 2.

Courses: 

23               Courses used shall be one of the following: 

-                     any Olympic Course signaled by flag “O” (red and yellow) consisting of a triangle followed by windward, leeward and windward legs and finishing at Mark 1 (see Appendix 3); 

-                   a Triangular Course signaled by Flag “T” (red, white and blue vertical stripes) consisting of TWO TRIANGLES followed by a windward leg and finishing at Mark 1 (see Appendix 3); 

-                     a Windward and Leeward Course, signaled by Flag “W” (concentric blue, white and red squares) consisting of windward and leeward legs, twice around, followed by a windward leg and finishing at Mark 1. There will be an offset mark at the windward and a gate a leeward (see Appendix 3); 

24            The course diagrams in Appendix 3 indicates the order in which marks are to be passed or rounded and the side on which each marks is to be left. 

25            The approximate compass bearing to Mark 1 shall be displayed by a numeric posting on a board on the Race Committee signal boat before the Preparatory signal. 

Marks: 

26            Primary marks 1, 2 and 3 shall be pyramidal orange. 

27            Other marks used in accordance with change of course after the start shall be round yellow. 

28           The starting mark shall be round yellow and blue.

The Start

29            Races shall be started in accordance with RRS 26. 

30         The starting line shall be between a mast deploying an orange flag on the Race Committee boat and the starting mark. 

31               A boat shall not start more than 15 minutes after her starting signal. 

32               A Mark 3 is not a mark of the course on the first leg of the race. 

Reporting at Start

33         Before starting EACH RACE a boat is required to sail past the stern of the Race Committee boat and to verbally check in.  

34            When the Race Committee verbally acknowledges a boat’s bow number or sail number, the check-in has been officially noted. 

35            Any boat failing to check in as per the present instructions 33 and 34 shall receive a scoring penalty equal to 10% of the starters in that race without hearing. This changes rule 63.1. 

Recalls: 

36             Black flag Rule 30.3 shall not be in effect for the regatta.

Change of Course After the Start

37             A change of course shall be signaled near the mark beginning the leg so changed by a Race Committee boat displaying Flag “C”. A display of the approximate numerical compass bearing to the new mark shall be made as well as a sound signal periodically before the leading boat has begun the leg. The new mark may not be in position at that time. 

38           Any mark to be rounded after rounding the new (changed) mark may be relocated to maintain the correct course configuration. 

39            A triangular lap shall replace a leeward and windward if signaled close aboard mark 1 with flag “T” (red, white and blue vertical stripes), accompanied with a period sound signal and displaying the approximate numeral compass bearing to the next mark on a board. 

The Finish

40            The finish line shall be between a mast deploying a blue flag on the Race Committee boat and a course mark. 

Penalties: 

41            Penalties with yellow flag in accordance with RRS appendix N for penalty against RRS Rule 42 will apply. 

Time Limit

42             The time limit is 2 (two) hours for the first boat to finish. This changes SCIRA Rules of Conduct. 

43             Any boat finishing more than 20 minutes after the first boat shall score “Did not Finished” (DNF). Should the first boat fail to complete the first lap within 1 (one) hour, the Race Committee shall abandon the race. For the purpose of this rule a “lap” mean the passing (rounding) of the mark nearest the starting line for the first time. This changes RRS 35.

Protests: 

44            Protests shall be made in writing on forms available at the race-office and filed within 1 hour after that the Race Committee boat has reached the club pier. The expiration of the protest filing time shall be posted on the official regatta notice board. 

45           Protests notices and hearing schedules specifying the protester and protestee shall be posted no later than one-half hour after the expiration of the protest filing time limit. 

46             RRS 66 is changed by adding this sentence: “One the last day of racing a party to a hearing may ask for a reopening only if the request is received within one hour of receiving the protest decision.”  

47               Decisions of the International Jury will be final as provided in rule 70.4. 

Scoring: 

48             The regatta shall be scored using the “SCIRA Low Point System” as published in the Class Rulebook (2001-2004). 

49             One drop race shall be permitted upon completion of 5 races of more. In case of ties scores, the score of the drop race shall first be included to break the tie. If the tie persists, the boat that beat the other more times shall win the tie. If the tie still persists, the boat that beat the other in the last race shall win the time.

Team Racing

50             The use of team racing tactics shall not be tolerated. If the Race Committee (acting under RRS 32 (e)) or Protest Committee determines that the use of team racing tactics may have significantly influenced the outcome of a race they shall order that race abandoned and, if possible, resailed excluding the participation of the infringing  boat(s). This modifies RRS 36. If the race is not resailed the infringing boat(s) shall be subject to protest and disqualification.

Support Boats

51             Team leaders, coaches and other support personnel shall not go inside or nearby the racing area during the racing except upon Race Committee designated spectator boats. The Race Committee may initiate additional restrictions by posting them on the Official Notice Board. Any boat associated with personnel determined to have violated this rule shall be subject to protest and assessment of a 20% penalty for the race in which the violation occurred. 

52             All other boats should keep away from the racing during the race and must be registered with the organization before the commencement of the Championship. 

53             Support boats shall conspicuously display either a flag of their country of origin or have the country letters clearly printed on their boat. 

54               The penalties for breach of this SI may include penalising appropriate competitors.
 

Disposal of Refuse

55            The discharge of refuse in the water is prohibited during the entirety of this event. Any boat observed to be in violation is subject to protest and assessment of a 20% penalty for the first race competed in by the infringing boat on the day of the infraction. If the same boat is observed in a repetition of the violation it will be disqualified for the rest of the event. 

Disclaimer of liability:

56             Competitors participate in the event entirely at their own risk. See rule 4 (Decision to Race). The organizing authority will not accept any liability for material damage or personal injury or death sustained in conjunction with or prior to, during, or after the event.

 Prizes

57             Prizes shall be awarded to the skipper and crew for the top 5 (five) places.

58            The Commodore John T. Hayward Trophy awarded to the Fleet of the winning skipper for a period of two years. 

59             A daily First Prize will be awarded to the winning team of each race.
